Gen2 2008 Prius engine can’t accelerate and shuts off after 5 seconds

My friend has a Gen 2 Prius. Shortly after bringing it to a mechanic to get oil changed, etc, the car died. They are telling him his hybrid battery is dead and offering $500 for the car (it only has 103k miles). I used an obd scanner to check the battery cells. Only block 12 was concerning, but the voltage difference doesn’t seem so severe as to cause the engine not to start.

So I am wondering: what is the issue? Perhaps they messed with his mass air flow sensor? Maybe there is no fuel actually getting to the engine? Throttle body stuck?

I have only worked on traditional cars, so I am not sure how to tell the health of a hybrid battery. But based on the images I attached, it seems fine.
