Tried everything short of repasting and still seems to run hot

I know, another "it runs hot" post, but I've read the ones here and I'm still running into frying eggs.

I have a MSI Vector GP68 HX 13V laptop with a i9-13950HX CPU and RTX 4080 graphics adapter, so not top of the line but pretty decent. I undervolted to -100 both P and C cores via BIOS, and set Power Savings to 99% to turn off Power Boosting. I set the MSI Center to Extreme Performance with Fan Speed to Cooler Boost. It sits on a Cooling Pad (freebie when I got the MSI) with two fans always turned on.

The CPU still runs at 61-65C idle with Extreme Performance with the fans blazing, or 66C in Balanced mode. Games never get above 90C or 95C is extreme situations but never higher, but most constantly sit there and I'm running games like Factorio, Rimworld and Project Zomboid, not FPS shooters. I have played a few games that must be in Extreme Performance or the computer shuts down. The GPU never heats up above 65C and sits at 54C idle. Side note: Factorio is about the most optimized game out there for running the CPU cool at only 75C in Balanced mode.

I've Googled the heck out of it and it seems I hit all the things that should made it cooler except for repasting the CPU.

What am I missing or is this just life with a MSI laptop? Will repasting really make that big a difference? Will a new quality cooling pad actually work or are they all about the same? Idle temps in the mid-60s just don't seem right.
